發行人的話
以台灣「資訊化社會推手」自我期許的資策會,多年
來從人才、技術、市場、法規、標準等相關環節,積極
協助政府發展建立「資訊化社會」所需之各項基礎建
設。
在建立「資訊化社會」的過程中,我們開發「中文電
腦」環境、舉辦「資訊週、資訊月」以普及全民資訊素
養;協助政府建置金融資訊、戶役政等國家級資訊應
用系統,開啟國人發展大型資訊應用之先河;首創我
國示範性商用網際網路服務系統SeedNet,拓展國
內企業界應用網際網路;推動「三年三百萬網路使用
者」計畫,普及全民應用,帶動電子商務蓬勃發展;
近年來,更進一步協助政府積極推動「e-Taiwan」、
「M-Taiwan」、「u-Taiwan」等國家級計畫。
這些年我國推動資通訊技術應用的成果,已讓台灣的
「資訊化社會」發展,受到國際社會的重視與肯定;政
府還將推動資訊應用的經驗,落實於縮減國際數位落
差,積極協助越南、菲律賓、秘魯等地區的民眾,學習
應用電腦,創造數位機會。
未來,資策會將協助產業界深化資通訊技術應用,不
斷提升產業競爭力,推動科技化服務之發展;除了持
續強化我國製造業的全球競爭力,還需全面優化我國
服務業的內涵,應用資通訊技術不斷開發創新服務,
使我國整體經濟內涵與資訊化社會發展能確實躋身
先進國家,成為全球的典範。
The Institute for Information Industry’s mission is to drive the
development of the information society in Taiwan. Over the
years, III has worked actively to assist the government by
helping to create the infrastructure – in terms of manpower
cultivation, technology development, market development,
the legal and regulatory environments, and the formulation of
standards – needed to support the growth of the information
society.
During the process of building the information society, III
has led the development of a Chinese-language computing
environment, and organized the IT Week and IT Month events
to encourage people in all sectors of society to develop their IT
skills. We have helped the government to plan and implement
the development and adoption of banking information systems
for inter-bank information exchange, and major government
information systems such as the national household registration
and military service registration system; these were the first
large-scale information system projects to be undertaken
independently by Taiwan. III established SeedNet, Taiwan’s
first commercial Internet service, to serve as a model for
other Internet service providers, thereby enabling business
enterprises in Taiwan to make effective use of the Internet.
Through the “Promotion of three million internet population
in three years” plan, III helped to raise Taiwan’s Internet
penetration rate, and contributed to the rapid growth of
e-commerce. In the last few years, III has been assisting the
government with its implementation of the e-Taiwan, M-Taiwan
and u-Taiwan projects.
Over the last few years, Taiwan has won international
recognition for its successful promotion of ICT (Information
and Communications Technology) and for its achievements in
information society development. The government has worked
actively to share Taiwan’s experience in this area with other
countries, so as to help reduce the digital divide between
nations. Taiwan has been helping people in countries such as
Vietnam, the Philippines and Peru to learn to use computers
effectively, thereby creating digital opportunities in these
countries.
In the future, the most important task for III will be to help
companies in different industries and sectors to make effective
use of ICT so as to enhance their overall competitiveness
and promote the development of IT-enabled services.
While further strengthening the competitiveness of Taiwan’s
manufacturing industry, III will also be promoting the
leveraging of ICT to expand the scope of activity of enterprises
in the service sector, thereby supporting the emergence of
innovative new services, strengthening the economy as a
whole, and establishing Taiwan as a model of information
society development that other countries will seek to emulate.
III will never remain content to sit on its laurels. We will continue our efforts to support a new wave of economic growth, and to create a brighter future for Taiwan.
