產業觀察:全球委外風潮下之台灣資服業者發展契機初探The Global Trend towards IT Outsourcing– Opportunities for Taiwanese IT Service Providers

近年來資訊委外風潮興起,已成為全球資訊服務市場持續成長的重要動力,也是我國資服業者走向國際的重要機會。

全球委外市場溫和成長,網路系統、人力資源與採購委外等深具成長潛力

資訊委外(IT Outsourcing)泛指企業將傳統IT管理作業委由外部資訊服務廠商全權管理和負責,通常是基於營運維護成本考量、釋出企業非核心業務、或者尋求專業廠商的技術支援。資訊委外依據業務內容性質,又可以分為「資訊科技管理委外(ITO, Information Technology Outsourcing)」和「企業流程管理委外(BPO, Business Process
Outsourcing)」。

全球化競爭日趨劇烈,企業無不加緊腳步積極提昇業務開發能力,期望運用新的IT技術並支援新業務立即上線,對資訊委外需求大幅提昇。從企業經營的觀點來看,受限人力規模編制,不可能無限制擴充,在一個新需求沒有達到經濟規模之前,傾向採取委外的方式因應,以方便彈性調配人力資源,應付多元的系統前端技術與應用。

根據資策會MIC執行之經濟部ITIS計畫統計分析,全球資訊委外市場在2008年將達到3,228億美元,2005~2008年的CAGR(年複合成長率)為8.2%,全球委外市場正持續溫和成長當中。其中ITO為主要市場區隔,在2008年佔委外市場60.8%。探究其因,目前ITO的產品多樣化且成熟,較不牽涉公司核心業務,在企業考量成本的前提下,ITO仍將是全球委外市場的發展主軸。而2010年資料中心委外仍將為ITO最大市場區隔,企業透過資料委外可減輕管理上的負擔、節省IT建置成本,委外發展已漸成熟。

亞太地區ITO穩定成長,中國大陸和印度委外市場成長性最強

觀察亞太地區各主要國家委外市場的成長情形,以中國大陸和印度成長性最高,2006~2011年CAGR皆超過30%。探究其原因,主要和兩國年年動輒雙位數的GDP成長有關,而廣大的內需效應,吸引著國際企業的投資,IT資訊系統建設和委外的需求將隨之大幅增加。同時可以發現亞太地區BPO的CAGR高達18.4%,顯示出亞太市場經濟高度發展下業務競爭激烈,愈來愈多的企業選擇將商務流程委外,以提昇業務開發能力並降低人事維護成本。

台灣資服廠商發展機會

全球委外市場將持續穩定成長、尤其亞太地區市場後勢成長性看好,而全球委外產業競爭尚處分散態勢;我國委外業者多半集中在ITO的服務領域,主要客戶遍及東南亞,在大中華區競爭相對具有華語文優勢,因此ITO可以列為長期培植的重點產業之一。

The last few years have seen the emergence of IT outsourcing as a major driver of growth for the global IT services market. IT outsourcing is an area that offers significant opportunities for Taiwan’s IT service providers as they seek to expand into international markets.

The Steady Growth of the Global Outsourcing Market Offers Substantial Growth Potential in the Areas of Network Systems, Human Resources and Procurement Outsourcing

The term “IT outsourcing” refers to the outsourcing of traditional IT management operations to external service providers. Normally, the main motivation for adopting IT outsourcing is the opportunity to reduce operating and system maintenance costs. Enterprises may choose to divest themselves of non-core businesses, and they may obtain technical support from specialist firms. IT outsourcing can be divided into two broad categories: ITO (Information Technology Outsourcing), and BPO(Business Process Outsourcing).

With the intensification of globalized competition, business enterprises are working actively to enhance their business development capabilities, and seeking to leverage new IT technologies to support the rapid introduction of new businesses. As a result, demand for IT outsourcing has grown dramatically. From the point of view of business operations, there are limits as to how far an enterprise can expand its headcount; until such time as economies of scale have been achieved in a new business, it may make more sense to outsource the activities in question, thereby gaining maximum flexibility in manpower allocation and manage with a wide range of front-end technologies and applications.

Statistics compiled by the Institute for Information Industry’s MIC (Market Intelligence Center) as part of the ITIS project that MIC was commissioned to carry out on behalf of the Ministry of Economic Affairs indicate that, in 2008, the global IT outsourcing market is expected to reach a scale of US$322.8 billion, representing a CAGR(Compound Annual Growth Rate) of 8.2% over the period 2005 – 2008. The global IT outsourcing market thus continues to grow steadily. ITO is the largest segment and is expected to account for 60.8% of the global IT outsourcing market in 2008. The ITO segment has already reached a high level of maturity, with a wide range of different products and services available.ITO generally does not impact on an enterprise’s core business areas; given the cost savings that it can provide, ITO can be expected to maintain its status as the main focus of IT outsourcing in the future. By 2010, data center outsourcing is expected to be the largest single sub-segment within ITO. Data center outsourcing reduces the administrative load that business enterprises need to bear, and permits savings in IT expenditure. This area of IT outsourcing has already reached a high level of development.

Steady Growth in ITO in the Asia Pacific Region, Particularly in China and India

Within the Asia Pacific region, the fastest growth in IT outsourcing is in China and India, both of which are expected to post a CAGR of over 30% during the period 2006 – 2011. This strong growth is related to the double-digit GDP growth that these two countries have maintained in recent years, which has boosted domestic demand and attracted foreign investment, thereby leading to a substantial increase in IT spending and outsourcing demand. The CAGR for the BPO segment of the IT outsourcing market in the Asia Pacific region is also very high, at 18.4%, reflecting the intensification of competition that has accompanied the region’s rapid economic development. More and more enterprises are choosing to outsource business processes in order to strengthen their new business development capabilities and reduce human resources and system maintanence costs.

Opportunities for Taiwan’s IT Service Providers

It can be anticipated that the global IT outsourcing market will continue to grow steadily in the future, with the Asia Pacific region offering particularly strong growth potential. Currently, the the global IT outsourcing industry is not concentrated in any particular area. Taiwan’s IT outsourcing providers are mainly concentrated in the ITO segment. Their major customers are mainly in East and Southeast Asia; in the Greater China region the possession of Chinese language capabilities is an important source of competitive advantage for them.
