新世紀之星:數位內容帶領台灣知識型產業往前衝 A Star of the New Era: Digital content leads Taiwan's knowledge industry to the forefront

台灣以製造與代工模式造就了過去高度經濟成長奇蹟,但隨著大陸與越南等地崛起,替代了台灣製造優勢;此際,政府也開始積極尋找下一波具有高度潛力的新興產業。同時,世界先進國家也都看到,數位科技崛起,創造新商業模式,大家也認同數位內容產業發展,具有推動知識經濟與數位經濟的重要指標意義。


數位內容產業之所以受到各國重視,主要原因在於這一項產業可與高科技基礎建設結合、可創造高附加價值。基於我國具有深厚的資訊科技發展基礎及文化創意競爭力,行政院將數位內容產業列入「兩兆雙星核心優勢產業發展計畫」。自2002年5月核定通過了第1期「加強數位內容產業發展推動方案」後,已為我國的數位內容奠定良好基礎,有關第2期產業發展推動方案行政院亦於2007年8月展開,期望藉此將台灣塑造成亞太地區數位內容設計、開發與製造中樞。

由於數位內容產品與通路,具有無形、虛擬之特性,其產品與服務涵蓋數位內容之蒐集、製作、加工、儲存、檢索及傳送,因此舉凡電腦動畫、數位遊戲、數位影音、行動應用服務、數位學習、網路服務、內容軟體、數位出版與典藏等,都算是數位內容產業的範圍。

近幾年,在政府的大力推動下,數位內容產業主要成果包括:產值從2001年1,334億元,成長至2007年達3,609億元,複合平均成長率約為21%。在業者持續投入在相關數位內容開發的資金方面,2003年至2007年累計總投資額達600億元,國際合作金額也累計超過100億元,其中內容軟體、數位遊戲、數位影音及網路服務等4大領域合計占總投資比例達80%。在培育產業需求的人才方面,已累計培訓中長期養成人員5,327人次,短期在職班11,362人次,7成以上的學員進入數位內容相關公司就業。同時,訂定與修訂相關法規,為台灣數位內容產業發展奠定基礎。

但相較於韓國、日本及大陸等國家也提撥大筆經費與制定相關政策投入數位內容產業的推動,我國要在此競爭態勢中維持優勢,仍有許多待加強之處,本期封面故事採訪了我國數位內容產業主要推動機關和業者,談談展現數位內容產業已努力的成果及展望未來應走的方向。 

Taiwan adopted the models of manufacturing and contract manufacturing to create the past miracle of rapid economic growth. But the rise of mainland China, Vietnam and other places has eliminated Taiwan's manufacturing advantage. At this juncture, the government has started to proactively search for the next newly emerging industry with great potential.  At the same time, the world's advanced nations also have become aware of the rise of digital technology, and the model for creation of new business. Everyone also recognizes that development of the digital content industry can promote the knowledge-based economy as well as its key significance in the digital economy.

The reason why the digital content industry has attracted so much attention from so many nations primarily lies in the industry’s linkages with high technology and infrastructure, allowing the creation of high added value. Given Taiwan’s strong foundation in IT development and competitiveness in cultural creativity, the Executive Yuan has added the digital content industry to the Two-Trillion Double-Stars Industries Promotion Project. Started after review and approval in May, 2002 and on completion of the first phase of the Program to Enhance the Digital Content Industry, Taiwan has laid a good foundation for digital content. In August 2007, the Executive Yuan started the second phase of the industry development promotion program in the hope of shaping Taiwan into a hub for digital content design, development and manufacturing in the Asia-Pacific region.

Because digital content products and distribution channels are intangible and virtual in nature, these products and services include digital content collection, production, processing, storage, retrieval and transmission. For this reason, any computer animations, digital games, digital videos, mobile applications & services, e-learning creations, internet services, content software, digital publications or archives can be considered within the scope of the digital content industry.

In recent years, with the government’s vigorous promotion, the primary achievements of digital content industry have included production values that increased from NT$133.4 billion in 2001 to NT$360.9 billion in 2007, achieving aggregate average growth of about 21%. Regarding businesses’ continued investment in related digital content development, from 2003 to 2007, total investment reached NT$60 billion, and international cooperation funding exceeded NT$10 billion. The four fields of content software, digital games, digital video and internet services accounted for 80% of total investment. For the training of talented people required by the industry, in the mid- and longterm, a total of 5,327 people/sessions were conducted, and short-term, on-the-job training was conducted for a total of 11,362 people/sessions. More than 70% of the trainees found employment with digital content-related companies. At the same time, the formulation and revision of related laws has laid a foundation for the development of Taiwan's digital content industry.

Still, Korea, Japan, mainland China and other nations have also earmarked huge amounts for development and formulated related policy for the digital content industry's promotion. If Taiwan is to maintain its advantage in this competitive environment, it must provide some stimulus. For the cover story in this issue, we have interviewed Taiwan's key organization promoting the digital content industry persisted with their own original, innovative operating models that have yielded accomplishments and continue to strive for achievement as they move in the right direction for the future.
